Download speeds / ping fine, but upload speeds stalling at 0.1mbps~?

So as of about three days ago, I've been having intermittent issues with upload speeds going to crap. Sometimes it's thirty minutes, other times it's hours. Download speeds are fine and hitting about 400~ as per normal, but during these issues I'm stay at a solid 0.1-0.2 upload. My ping in games and everything is fine, but running into issues loading webpages, discord. Has anyone else experienced this?

I apologize for any problems you are experiencing.  You can reach our support department at any time via SMS text messaging to 66554.  If you have not activated this method, simply send JOIN.  We do suggest testing over a hardwired connection via ethernet direct to the modem from speedtest.mediacomtoday.com.  This will provide a base for further trouble shooting.

This issue has started in the last few weeks after continually intermittent internet connection outages in my area. Upon a fresh powercycle of my modem (Nighthawk CM2000) and router (Nighthawk AX5400) I test my speed and receive a download speed of 564.4 Mbps and an upload of 0.14 Mbps, maintenance crews have tested my lines twice now and have still not helped to reach a solution, I just performed a factory reset on the modem but nothing seemed to change. I have checked the event logs of my router and have received the following log entries:

Hello and thank you for posting here. I do apologize for the issues you are having with our speeds. After reviewing the information above I would suggest bypassing your router and hooking the modem directly into your computer and seeing if that changes anything with the speeds. Before we go further with investigating the issue we need to verify that this issue is coming from the modem and isn't being influenced indirectly by a 3rd party device. Which in this case would be the router. Once you have done this please post your results here. Thank you.

Upon testing directly connected to the Modem I received the following errors with speeds recorded at 521.5 down and 0.15 up
