Block email not just move to junk

How can I block emails completely so they stop spamming.  Email filtering just moves them to a folder.  If they are blocked and bouce back they should stop. How can you report spam, phishing and abuse?

oh, I wish this was true! I've sent in 100rds of spam mail to the abuse address about spam mail from FACEBOOK mail. I've sent so much that when I send it y'all just bonce it back as fast as I send it.

Hello - I believe MediaCom has marked all my USPS Informed Delivery emails as junk and they are suppressing them.  How can I fix this?
