I am unable to connect to my work's Cisco AnyConnect VPN on my home network (Mediacom), but I'm able to connect on my phone's hotspot. This tells me it's an issue with my Mediacom internet, any ideas on a setting I'd have to turn off/on?

Since it works on your phone's hotspot, I don't think it would be a proxy issue.
My only other suggestion is to try a different modem if possible or ask your help desk/it staff if any port forwarding ports need open. Keep in mind though port forwarding can be a security risk if the wrong ports are opened up.
