Unable to make International Calling

I get this error when I try to call an overseas number" unable to make international calls from this number, call Mediacom." I called, and the following were checked correctly by the agent:-

1. Call barring is disabled

2. I don't subscribe to World Talk (30, 200, or 250)

3. I use pay-per-minute due to my limited calling usage

4. The country I am calling to is not in the free 30 or 200 plans. 

Any ideas on why I cannot call overseas?
