Quick Hint:- You need to be on a Mediacom IP to reach the CommPortal site (https://mediacomcable.com/voice/). It does not work on mobile phones nor other wifi networks.
That doesn't sound like something that Mediacom would be doing. Does the problem persist if you bypass your WIFI router or switch and connect directly to the modem to test? If so, you might want to test with a different modem.
Check your router or switch to ensure it is up to date and that you have both IPv4 and IPv6 enabled. If that doesn't do anything, bypass your router and connect directly to the modem to test the website.
